Q&A

Brewer asks how publishers are added to or removed from marketing directory

New York City Council · Oct 28, 2026 · starts 0:42:46 · 1 min 20 sec

Brewer asks how outlets get on or off the 293-plus citywide marketing directory. Sidahmed says he wants to convene publishers, academics, and Council members to define community and ethnic media publicly.

Gale A. Brewer

Thank you.

Gale A. Brewer

I'll call on Councilmember Ressler and Wilson in a minute.

Gale A. Brewer

Two questions.

Gale A. Brewer

One is, I think there are media individuals who would like to be on the 293-plus list.

Gale A. Brewer

How are you decide who is to be added or taken off of that list?

Gale A. Brewer

How is that conversation taking place?

Mazen Sidahmed

I really appreciate that question.

Mazen Sidahmed

That is a concern that I've heard from many publishers.

Mazen Sidahmed

And the concerns really vary.

Mazen Sidahmed

I think there's such a diverse number of views on...

Mazen Sidahmed

What should be considered community and ethnic media?

Mazen Sidahmed

You know, who should be in that list?

Mazen Sidahmed

So what I'd like to do is actually convene a group where we have an open conversation.

Mazen Sidahmed

about the definition of community and ethnic media, bringing together publishers, independent academics, people who have thought about this issue extensively,

Mazen Sidahmed

members of the city council who have worked with these publications for a long time and have thoughts about how we actually define what a publication who should be in a citywide marketing directory looks like.

Mazen Sidahmed

I'd love to do that.

Mazen Sidahmed

I think it could be a model for the country.

Mazen Sidahmed

A lot of cities who have tried to execute this law have stumbled on this question.

Mazen Sidahmed

Who counts?

Mazen Sidahmed

Who should we actually put in the 50%?

Mazen Sidahmed

And I think we can lead by example here in New York.
