Council Member Narcisse Questions DOT on Corner Daylighting Impacts
Council Member Mercedes Narcisse questions DOT on how corner daylighting safety rules impact the available space for roadway cafes.
I know that you're trying your very best to do the right way.
So when you have listen when you're listening to the owners, because as a business person myself, sometimes you hit some difficult time and challenging time.
You can say that we'll be 104, and then that 104 can drop down to 50 for whole three, six months or so.
So I want that open conversation where people can maintain their businesses.
Oh yeah.
So I'm I thank you for that.
Um the restaurant are required to obtain additional liquor liability insurance, right, for their liquor dining.
Even they already have it for the indoor, right?
Um for many small restaurants, this is a hard hit, can you hit hard for them, right?
Is the requirement for this insurance set by DOT or the state liquor authority or someone else?
Why is the requirement in place?
Um, because I have some restaurant in my district right now going through a tough time.
I'm not gonna put the name out there, but okay.
Can you answer that question for me?
I'm sorry to hear that.
So the million dollars is standard for the city and it is set by us.
And we know that, you know, establishments serving liquor, it seems like a wise thing to have that coverage outside as well.
Okay.
Is there room again?
Because that's what they asked me.
Can they have because they feel like they're binding by this role and they cannot sustain?
Are you open for conversation if they have difficulty?
So I don't think we're open to like a one-off conversation, but I think in general, and the aspect of the program, we're more than willing to discuss it, yes.
Okay.
Daylight, daylighting.
How does um DOT um expect roadway cafe design to it be impacted specifically for a restaurant in the corner?
Will that further reduce the space of restaurant?
Um we're talking about the 20 feet.
Can you highlight that for me?
Right.
So we don't allow restaurants to set up in no standing any time areas, and daylighting is a no-standing any time area.
So yes, that could impact restaurants who are at corners.
Okay.
So thank you for your time and thank you, Chair.
Gotta run.
Thank you so much.
