Chair Lee questions NYPD patrol executive recommendation from EO 13 audit

New York City Council · May 28, 2026 · starts 5:15:40 · 2 min 1 sec

Lee asks about a recommendation to send a patrol executive to 911 calls about ICE presence. Ali says she needs to consult with NYPD and IRC partners for details on what a patrol executive is. Lee asks about agency compliance with posting policies online.

Linda Lee

And one of the recommendations submitted by the NYPD is to establish a protocol requiring

Linda Lee

that the communications division notify operations of any 911 calls related to the presence of federal immigration authorities or immigration matters.

Linda Lee

And the recommendation says that a patrol executive will be sent to the scene.

Linda Lee

What is a patrol executive?

Member of the Public - Faiza Ali

Yeah, that's a great question.

Member of the Public - Faiza Ali

That is information that we can share after we have more discussion with the NYPD and other IRC partners.

Linda Lee

Do you know what I got as a uniform officer?

Linda Lee

Do you know that it's going to be a separate person?

Linda Lee

The wording is interesting.

Member of the Public - Faiza Ali

Yeah, that's something I'll have to get back to you on.

Linda Lee

Okay.

Linda Lee

So I'll save those follow-up questions for this patrol executive for that time.

Linda Lee

And then I know that EO 13, the six agencies had to make their policies and protocols regarding interactions with ICE available on their websites.

Linda Lee

Do you know if that they have done so, if all of them have done so?

Member of the Public - Faiza Ali

Now that the mayor has received the audit and adopted the recommendations for changes to the policies and protocols, agencies are beginning to implement those changes and will complete that process in the coming months.

Member of the Public - Faiza Ali

The IRC is going to continue in our role as leadership to work with the agencies as they undertake this process, which also includes a public engagement component.

Member of the Public - Faiza Ali

You know, the executive order actually, in terms of a specific timeline, requires the agencies to promptly publish their policies online, and that's something that the IRC is working to ensure that the agencies, in fact, do.

Linda Lee

But there's no, like, set timeline of when, I mean, promptly.

Member of the Public - Faiza Ali

There's no deadline, but promptly.

Linda Lee

Okay.

Member of the Public - Faiza Ali

Yeah.

Linda Lee

And then who monitors the compliance?
