Councilmember Banks questions DYCD direct communication with small organizations on contracts

New York City Council · May 28, 2026 · starts 4:02:54 · 1 min 12 sec

Banks asks DYCD to be more proactive in directly contacting smaller organizations about contract issues rather than relying on council offices as intermediaries. Officials acknowledge the concern and commit to improving direct communication.

Speaker

Thank you, Councilmember.

Speaker

And can I just ask one more question, Madam Chair, if you could indulge me?

Speaker

This will end it.

Speaker

I'll pass on those other questions.

Speaker

Thank you for your indulgence.

Speaker

When it comes to contract processing and staff reimbursement, this has been a major issue with a lot of the discretionary allocations to a lot of the smaller organizations.

Speaker

What is being done?

Speaker

You know, my office, I think every council office acts as a medium between the DYCD and those organizations.

Speaker

But there are many times when DYCD should just directly call those organizations if there are issues that occur or documents are missing.

Speaker

Sometimes there's like a major lapse between communications between DYC and those organizations.

Speaker

What we want to do is see how we can strengthen that with DYC directly.

Speaker

It's being more proactive and reaching out to those organizations.

Speaker

Trust me, my office, we can be dealing with a whole host of other issues instead of having to be this medium or this go-between between NYCHA and the nonprofit.

Speaker

So if we can improve that, that will go a long way.

Speaker

Thank you.

Thank you.

And I'm sure the commissioner will take that into consideration and add that to the million list of things to do.
