Councilmember Brewer questions Compass provider changes and subcontracting option

New York City Council · May 28, 2026 · starts 3:44:12 · 1 min 9 sec

Brewer raises concerns about principals lacking contact information for new providers and asks about subcontracting. Officials confirm contracts allow 30% subcontracting. Brewer also asks about PS145 wanting LEAP and contracting improvement metrics.

Althea V. Stevens

Councilmember Brewer, followed by Wong.

Gale A. Brewer

Thank you very much.

Gale A. Brewer

I appreciate the call yesterday that we discussed the...

Gale A. Brewer

after school programs.

Gale A. Brewer

I sent you a letter.

Gale A. Brewer

I assume you got it.

Gale A. Brewer

And we hope that that can be changed.

Gale A. Brewer

Is it true that we could do subcontracting if nothing else works?

Speaker

The contract does allow for 30% subcontracting.

Gale A. Brewer

30%?

Gale A. Brewer

Yes.

Gale A. Brewer

Okay, that's not everything then, okay.

Gale A. Brewer

Also, just so you know, the people, principals do not have a contact for the other provider.

Gale A. Brewer

They don't know how to reach them.

Gale A. Brewer

I obviously know, so I made the contact, but they did not have a contact, just so you know.

Gale A. Brewer

They contacted you to get a contact.

Gale A. Brewer

So I hope that can be changed.

Gale A. Brewer

It's really causing a lot of challenges.

Gale A. Brewer

Also, PS145 is not happy.

Gale A. Brewer

They want LEAP.

Gale A. Brewer

I assume you know that.

Gale A. Brewer

They also contacted me.

Gale A. Brewer

Everybody contacts me.

Gale A. Brewer

And so they, too, are upset.

Gale A. Brewer

So we've got a lot of upset people, just FYI.

Gale A. Brewer

In terms of contracting, we work, we have wonderful staff, we work constantly, really almost with a lot of agencies in Manhattan, not just in my district.
