Q&A

Lee on SPEED initiative scope and traffic studies

New York City Council · May 29, 2026 · starts 0:41:23 · 1 min 28 sec

Lee asks whether the SPEED initiative could help with traffic calming processes. Forgione clarifies the 8 new positions are for expediting housing and development project reviews, not general traffic studies.

Linda Lee

And the new initiative that the mayor had outlined, which was the speed initiative, I mean, is this something like this?

Linda Lee

Would that be included in terms of helping with the process of getting those things in place?

Margaret Forgione

Chair, do you mean the state law, the stop super speeders?

Linda Lee

No, no, no.

Linda Lee

The thing that was in your testimony.

Linda Lee

Oh, the speed.

Linda Lee

Speed, yeah.

Margaret Forgione

To speed up affordable housing and other sustainable development.

Linda Lee

Yes, because I know that you were saying, well, I mean, in terms of the processes, and it says, for example, your portion.

Linda Lee

Was to hire eight positions.

Linda Lee

So is that just for DOT?

Linda Lee

It's not for the other agencies, right?

Linda Lee

Correct.

Linda Lee

Okay.

Linda Lee

And this is, I know it's to help support critical housing, but it's also transportation, public infrastructure projects moving forward faster.

Linda Lee

So I just wanted to clarify if something like this could also be included in that or no.

Margaret Forgione

Yeah, so yes, this is giving us more resources to basically do the traffic studies, essentially, which is sometimes on the critical path for these developments.

Margaret Forgione

And, you know, it's one important step.

Margaret Forgione

So by having the resources we need on that team, we'll be able to process.

Margaret Forgione

Those reviews a lot faster.

Linda Lee

Okay, and if this is sort of alluding to new developments, I would encourage that if this could be done overall, that'd be great too, in terms of just the overall processes.

Linda Lee

So I just wanted to make a note of that.
