Q&A

Lee on violation review process and camera removal

New York City Council · May 29, 2026 · starts 0:35:51 · 58 sec

Lee asks about the violation review process and whether cameras have been removed for technical problems. Flynn describes DOT employees reviewing each violation and says no false tickets are issued.

Mike Flynn

So we have DOT employees in our traffic operations division who have been carefully trained for all the different camera type.

Mike Flynn

violations to examine each and every video.

Mike Flynn

Obviously looking at it carefully, confirming if it's red light, confirming that in fact the signal has changed, where the vehicle is in the intersection.

Mike Flynn

There's an SOP and a very detailed protocol of how that evaluation is made.

Mike Flynn

And then that person certifies that it is a valid violation before it is issued.

Linda Lee

Okay, and so I think you're sort of answering my question, but for the record, have any cameras been removed because of technical problems or excessive false tickets?

Mike Flynn

We would never get to the point of issuing a false ticket.

Mike Flynn

If there's any technical problem with the camera, we would work with the vendor to bring that back online, but if there were any issue, we would not even consider those violations.

Linda Lee

Okay.

Linda Lee

Perfect.
