New York City Council · Jun 1, 2026 · starts 0:47:14 · 52 sec

Lee asks how the department utilizes state, city, and federal funding to offset city funding for overtime. Ryan explains funding cannot supplant but is coordinated with deployment plans.

Linda Lee

Okay, so that portion for the 5,000 hours will be covered by this funding for overtime?

Christine Ryan

Correct.

Linda Lee

Okay, and the department has implemented overtime reduction plans in the last fiscal year, which kept FY25 uniform overtime spending relatively flat compared to FY24.

Linda Lee

So how do you utilize

Linda Lee

So how do you utilize the state and city federal funding to offset the city funding for overtime, and how are reduction targets changed by changes the state and federal funding have made?

Christine Ryan

So it actually depends.

Christine Ryan

We can't, you know, if we're funded for the overtime, we can't supplant with federal or state funding.

Christine Ryan

But generally, for example, with the subway overtime, it's a great example of the fact that we worked in concert with the state to determine this funding is going to be available to us.

Christine Ryan

What are key things we can do with it?

Christine Ryan

So the funding was sort of in concert with the increased deployments.

Linda Lee

Okay.
