Lee questions Tisch and Ryan on federal funding cuts update

Lee asks for an update on federal funding losses. Tisch states no areas have been affected yet but warns of an existential threat two years out, and Ryan details the 40% Homeland Security grant cut and $6.5M port security grant loss.

And at the preliminary budget hearing, you mentioned the city may not receive some of the federal funding this fiscal year, and can you update us on some of those numbers and what areas have been affected by the loss of funding?

Jessica Tisch

So I'll just say today, no areas have been affected.

Jessica Tisch

As I testified in the preliminary budget, this will be a problem two years from now because we are still today spending grant dollars from previous fiscal years.

Jessica Tisch

So I want to be clear with the council and with New Yorkers.

that this funding cut doesn't create an immediate threat, certainly not for the World Cup or this summer, but it does pose sort of an existential threat two years from now, and it does need to be corrected.

But as to the rest of that question, Christine?

Christine Ryan

So the cut for the Homeland Security Grant funding is 40%, so we had expected we would get about 89, and we're getting only 53 of that.

Christine Ryan

As the Commissioner mentioned, the Port Security Grant, which we've traditionally received, we did apply for that.

Christine Ryan

We did not receive it.

Christine Ryan

That's usually about $6.5 million.

Christine Ryan

And then there were over a dozen smaller grants that we didn't apply for.

We wouldn't have necessarily received funding for all of them, but they range from $200,000 to over $6 million.

Christine Ryan

Cumulatively, had we gotten the maximum for all of them, it would have been about $19 million.

Christine Ryan

And because of the existing terms of conditions and guidance from our legal and the law department, a determination was made that we could not make those certifications, therefore we did not apply.

So as the Commissioner said, we're able to work within our existing resources now to make sure there's no impact on security and safety, but if this continues, and we hope that it doesn't, there will be an impact further down the line.
