Lee and Tisch discuss new precinct criteria and crime reduction factors

New York City Council · Jun 1, 2026 · starts 3:09:34 · 2 min 19 sec

Lee asks about factors for determining new precinct construction. Tisch lists geographical size, response times, 911/311 calls, and crime conditions. Lee also asks about the top three factors driving crime reduction, with Tisch citing precision policing, technology, and officer work.

Linda Lee

I'm only asking because I know a few precincts in the Bronx.

Jessica Tisch

Lots of things.

Jessica Tisch

The geographical size of the precinct, response times, 911 calls, 311 calls, crime conditions.

Jessica Tisch

There is a lot that goes into it.

Linda Lee

Okay.

Linda Lee

All right, and last but not least, you know, we've obviously made a lot of progress on the issue of safety.

Linda Lee

As we know, crime is down for the most part, shootings, murders, and et cetera.

Linda Lee

What would you say are the top three things that have helped us get there?

Linda Lee

Police presence, technology, I'm sure, also.

Linda Lee

In your opinion, what would be three things that stand out on that?

Jessica Tisch

Could have listed one more, and you would have answered the question yourself.

Jessica Tisch

You were doing great.

Jessica Tisch

I give a lot of credit to the chief of department and the chief of crime controls precision policing strategies, not just the zones.

Jessica Tisch

What happens is when we see a crime problem, we look at the data and we come up with a very specific data-driven response to it.

Jessica Tisch

We have, for example, one response based on the data that we saw to retail theft.

Jessica Tisch

Retail theft is down.

Jessica Tisch

Another data-driven strategy to burglaries.

Jessica Tisch

Burglaries we then saw come down.

Jessica Tisch

Same thing for shooting incidents and shooting victims.

Jessica Tisch

So I would say largely it has been precision policing, which to my mind is data-driven strategies to address specific types of crime that we see.

Jessica Tisch

Second, I agree with you.

Jessica Tisch

Technology has been extremely helpful in our

Jessica Tisch

efforts.

Jessica Tisch

And third, and I think most importantly, our cops are doing incredible work.

Jessica Tisch

They are out there every day.

Jessica Tisch

They are engaged.

Jessica Tisch

They are carrying out the strategies that we have given them with a lot of nobility and a lot of professionalism.

Jessica Tisch

And without their work, we would not see any of the reductions that we are enjoying today.

Jessica Tisch

Thank you.

Linda Lee

Thank you.
