Krishnan confirms DOI-funded headcount dropped from 365 four years ago to 275 under the Adams administration. Shahada reveals that after paying for the lease and one integrity monitorship, DOI has only $175K-$400K remaining to run all operations before tapping forfeiture funds.

And is it your testimony that after DOI funds its basic needs, including this lease that we have as well,

how much exactly are you all left over with if you don't include asset forfeiture funds?

Nadia Shihata

So historically, I think it's been about $175,000 to $200,000.

I think for fiscal year 26, it's a little bit more than that.

I believe it's $400,000 because we did get some additional money for lease obligations and I think moving CCPC.

To our headquarters, but a few hundred thousand dollars.

So just to be clear, after all the fundamental basic needs are taken care of, the agency only has between 175,000, give or take, to at most 400,000 to run all of its operations?

Yes.

Shekar Krishnan

And how much are you all planning to draw down from asset forfeiture funding for fiscal 26 and fiscal 27 to supplement but also support core operations, given the very little funding you all have left over?

Nadia Shihata

So we anticipate for fiscal 2026, it'll be approximately $11 million.

Nadia Shihata

We have $3 million.

Nadia Shihata

Currently dedicated as a forfeiture spend for fiscal year 2027, but we expect that to go up, and particularly if we don't receive additional city tax levy OTPS funds.
