Brewer questions CFB on outside vendor and audit impact

New York City Council · Jun 22, 2026 · starts 0:47:57 · 53 sec

Brewer asks whether implementation would require an outside vendor and whether it would slow down the CFB's audit completion progress. She notes candidates have already used AI in campaigns that were later pulled down.

Gale A. Brewer

Thank you very much.

Gale A. Brewer

Excellent testimony, Mr.

Gale A. Brewer

Ryan.

Gale A. Brewer

I have to say, very current, and I appreciate it.

Paul Seamus Ryan

At the Campaign Finance Board, we have placed a priority on learning about artificial intelligence.

Gale A. Brewer

A lot of thought went into that.

Gale A. Brewer

Two questions.

Paul Seamus Ryan

We have a unique perspective on this topic rooted in our dual mandate to serve candidates and voters.

Gale A. Brewer

One is I think already some of our candidates have used AI, and then other campaigns find about it, and then they pull it down.

Paul Seamus Ryan

We sympathize with the perspective of both.

Paul Seamus Ryan

We wholeheartedly share your concerns about the ways that AI technology could be used to spread false information to intentionally mislead or deceive voters about council members and other city candidates and officeholders.

Gale A. Brewer

Some guy jumping up and down on a platform.

Gale A. Brewer

I was pretty impressed until I learned it was AI.

Gale A. Brewer

I saw that.

Gale A. Brewer

My question, twofold, just quickly, and then I'll turn it over to my colleagues.

Paul Seamus Ryan

At the Campaign Finance Board, we have placed a priority on learning about artificial intelligence.

Gale A. Brewer

One is,

Paul Seamus Ryan

We have a unique perspective on this topic rooted in our dual mandate to serve candidates and voters.

Gale A. Brewer

Will this require an outside vendor to help figure it out?

Gale A. Brewer

That's question number one.

Paul Seamus Ryan

We sympathize with the perspective of both.

Gale A. Brewer

And the second is you have been excellent in trying to close the gap in finishing the audits.

Paul Seamus Ryan

We wholeheartedly share your concerns about the ways that AI technology could be used to spread false information to intentionally mislead or deceive voters about council members and other city candidates and officeholders.

Gale A. Brewer

And I didn't know this would add to the time that it would take to finish the audits.

Gale A. Brewer

So those are my two questions.

Paul Seamus Ryan

At the Campaign Finance Board, we have placed a priority on learning about artificial intelligence.

Paul Seamus Ryan

My first deputy, Ms.

Paul Seamus Ryan

Melillo, leads our technology work.

Paul Seamus Ryan

We have a unique perspective on this topic rooted in our dual mandate to serve candidates and voters.

Paul Seamus Ryan

And I invite Amanda to comment on your first question.
