Cesar CB14 Brooklyn opposes 501 as power grab

Carl Henry Cesar, former chair of Brooklyn CB14, calls Intro 501 a reckless power grab, comparing it to elected officials firing staff at other agencies. He argues that with member term limits approaching, borough presidents should focus on picking better members, not gaining firing power over district managers.

So my name is Carl Henry Cesar.

I am a current board member of Brooklyn Community Board 14.

I am the former chairperson of Brooklyn Community Board 14, and I am testifying on my behalf.

Again, I'm not testifying on behalf of the board.

And so I'm here in opposition to 501 to restate.

what everyone said so eloquently before me.

I think, number one, it is a reckless power grab.

I think by 501's standpoint, then Councilmember Buehr, you could fire a legislative aide from Councilmember Morano's office, and then the mayor could fire someone from a legislative aide's office.

There's no end to that.

Number two, I think it's operationally abusive because, as people have said before me, which is very eloquent, term limits are coming.

So that puts more stress on the district offices, which puts more stress on the borough president's offices to pick the right people.

So I feel like given that forthcoming climate, it makes more sense and better use of their time.

To figure out how to pick better people, not figure out, oh, now I can fire district managers as well, too.

And then the third thing is because I'm a fan of sports, there are many franchises across many sports that languish for decades because their management medals in the wrong things.

The Cowboys have languished for decades because Jerry Jones medals in the wrong things.

Dan Snyder with the Washington Commanders meddled in the wrong things.

If this bill passes, you will have borough presidents meddling in the wrong things.
