Stevens questions status of 2017 Beacon RFP's ACS preventive component

New York City Council · Jun 23, 2026 · starts 0:24:11 · 1 min 44 sec

Stevens asks about the 76 standalone Beacon programs and 15 ACS-linked Beacons from the 2017 RFP. Asherall confirms the ACS preventive piece has been moved under ACS's direct funding and monitoring, leaving the Beacons separate.

Althea V. Stevens

In 2017, DYCD issued two beacon RFPs.

Althea V. Stevens

The first RFP was for 76 beacon standalone programs at DOE.

Althea V. Stevens

The second was for 15 with ACS programs, which provided community-based programs.

Althea V. Stevens

programs families with youth at risk of foster care placement.

Althea V. Stevens

Those RFP were set to expire in 2020 with the option for renewal for additional three years.

Althea V. Stevens

Given that this is now six years past the initial end date, can you please give me an update on whether

Althea V. Stevens

Those 76 beacon standalone programs and 15 beacons with ACS programs are still available.

Althea V. Stevens

What's the level of funding available for them and whether there have been adjustments that have or will be made to those programs?

Wanda Asherall

So when we issued the RFP for Beacon back in 2017, yes, we did have an ACS preventive component.

Wanda Asherall

Since then, Chair Stevens, we no longer have the ACS preventive piece attached to a cornerstone.

Wanda Asherall

We've since...

Wanda Asherall

Moved those services, those services supervision under ACS.

Wanda Asherall

Not ACS, is it ACS?

Wanda Asherall

Yeah, ACS.

Wanda Asherall

And so they are solely funding and monitoring those programs directly.

Althea V. Stevens

And so are they still, was the ACS piece just pulled out and the beacons were left?

Althea V. Stevens

Okay.

Wanda Asherall

Yes, that is the case.

Althea V. Stevens

Well, I was looking so shocked because my brother in government, Assemblymember Landon Diaz, just walked in the room.

Althea V. Stevens

So look at that.

Althea V. Stevens

Look at that.

Althea V. Stevens

The state visiting the city.

Althea V. Stevens

Love that.
