Q&A

Zhuang questions special education data by zip code and demographics

New York City Council · Jun 24, 2026 · starts 2:33:49 · 56 sec

Zhuang asks DOE for data on special needs students by zip code, borough, race, and language access. Suzanne Sanchez says much of this data is publicly reported in City Council special education reports and offers to review it outside the hearing. Zhuang notes 75% of students with disabilities are black or Latino.

Susan Zhuang

Thank you, Chairs.

Susan Zhuang

I have some questions about my bill for disability.

Susan Zhuang

Thank you for coming to testify.

Susan Zhuang

I just want to know, do you have the number of kids in different zip code and the different borough needs, special needs kids?

Susan Zhuang

How many numbers, Maggie, by zip code, by borough, by race, and by language access?

Member of the Public

So we do have, I believe, most, if not all of that data that's publicly reported in City Council's special education reports.

Member of the Public

And we can, I don't have them at the top of my head, but we can certainly go over with you that data at a time outside of this hearing if that's helpful.

Susan Zhuang

Okay.
