Farías questions DSS on tracking harassment and violence incidents

New York City Council · Jun 24, 2026 · starts 1:00:42 · 2 min 35 sec

Farías asks about tracking incidents. Dalton provides FY26 data through June 16: 61 gender discrimination reports, 24 TGNC discrimination, 5 TGNC harassment, and 2 TGNC retaliation across DHS and HRA, totaling 92 reports via the IQ system.

Amanda C. Farías

And do you all track incidents of harassment, bullying, or violence towards LGBTQ plus shelter residents?

Erin Dalton

We do.

Erin Dalton

And I can provide that data for the last year if that's helpful.

Amanda C. Farías

Yeah, that'd be great.

Amanda C. Farías

Thank you.

Erin Dalton

And I'm providing it in the way that it is tracked in our systems, which may not correspond exactly to the question.

Erin Dalton

So this is for July 1, 2025 through June 16, 2026, so not through the full year.

Erin Dalton

Right.

Erin Dalton

And so in terms of discrimination type for gender discrimination across DHS shelters and HRA shelters, the count is 61.

Erin Dalton

I can break that down further if you'd like.

Amanda C. Farías

If you've got it further.

Amanda C. Farías

I've got it.

Amanda C. Farías

I've got it.

Erin Dalton

So for gender discrimination, for DHS, it's 54.

Erin Dalton

For HRA, it's 7 for a total of 61.

Erin Dalton

Within the shelter system for TGNC discrimination for DHS, 24, for HRA, zero, and that's 24.

Erin Dalton

For TGNC harassment within shelter, for DHS, five, for HRA, zero, so a total of five.

Erin Dalton

And then for TGNC retaliation in the DHS shelter system, that's two.

Erin Dalton

HRA, that's zero.

Erin Dalton

And for a total of two.

Erin Dalton

So a total of 92 reports across that system.

Erin Dalton

And just to note, those figures reflect concern.

Erin Dalton

Concerns raised through the IQ system that may come through the ombudsman 311.

Erin Dalton

NYC.gov, one number, mail, walk-in, email, does not include 911 calls, provider-level managed complaints, other incidents.

Amanda C. Farías

Okay.

Amanda C. Farías

Do you track those other incidents, though?

Erin Dalton

I'm going to defer to Deputy Commissioner Russell on whether we have access to the shelter level incidents.

Erin Dalton

And 911 calls is certainly something I think I mentioned in a previous hearing.

Erin Dalton

I'm trying to make sure we have ready access to across all of our shelters.

Sonia Russell

Thank you, Commissioner.

Sonia Russell

So, yes, as it relates to the shelter-related incidents, while I don't have that specific data with me today, we do track those incidents that are reported at a shelter level.

Amanda C. Farías

You do track them?

Sonia Russell

We do.

Amanda C. Farías

Do you have any numbers to share?

Sonia Russell

I actually do.
