Brooks-Powers clarifies that the hearing's purpose also helps victims, and that Rikers is not designed to be a prison, so moving court processes along helps those in custody either get released or move to state facilities.

And so by moving along the court process, it allows for those who are in custody to either if they're to be released or if they're to.
