Councilmember Brewer asks about video technology between Rikers and courts

New York City Council · Jun 25, 2026 · starts 0:52:28 · 1 min 58 sec

Brewer asks about video proceedings between Rikers and courts, noting past technical failures. Zayas acknowledges issues with DOC computer systems causing virtual proceeding disruptions but says improvements are being made.

Gale A. Brewer

Are there other technology issues that are helpful, or that's the main one?

Judge Joseph A. Zayas

No, there are all sorts of technological issues that we're considering that will speed along the calendar call.

Judge Joseph A. Zayas

Yes.

Judge Joseph A. Zayas

So there are things that we're exploring.

Judge Joseph A. Zayas

There are things that we're doing with even with docs that will tell us.

Gale A. Brewer

That's what I'm wondering.

Gale A. Brewer

Go ahead.

Judge Joseph A. Zayas

Yeah, with docs that will tell us, you know, if a defendant says, I'm not coming to court, they immediately begin a, and especially if it's their appearance is really important.

Judge Joseph A. Zayas

Important because they're in the middle of a trial and a jury is waiting for them.

Judge Joseph A. Zayas

There's a videotape that's taken and sent immediately to the judge and that person, you know, whether or not that person voluntarily or refused to come to court gets disclosed to the judge.

Gale A. Brewer

Then I'll stop.

Gale A. Brewer

Are there other video possibilities between Rikers and the courts that are used or is that something that, because I have to say, not you, but in family court, I was there and every time just about something would happen with the video, we'd have to stop, fix it, et cetera.

Gale A. Brewer

So I don't know if that's the situation with you, but it was constant.

Judge Joseph A. Zayas

Yeah.

Judge Joseph A. Zayas

I mean, typically, Docs has been working on...

Judge Joseph A. Zayas

It was always on, this is going to sound like,

Judge Joseph A. Zayas

I'm blaming them for everything.

Judge Joseph A. Zayas

But our computer systems are all up to par.

Gale A. Brewer

Okay.

Judge Joseph A. Zayas

There were some...

Judge Joseph A. Zayas

Work that needed to be done with the computer systems at Rikers because we would often be in the middle of a, these are virtual proceedings, right?

Judge Joseph A. Zayas

Yes, I know.

Judge Joseph A. Zayas

And sometimes they would just shut off or they would bring the wrong defendant to the wrong computer and things like that would happen.

Gale A. Brewer

That all slows down the system.

Gale A. Brewer

That's what I'm asking.

Gale A. Brewer

Yeah.

Gale A. Brewer

Thank you, Madam Chair.

Selvena N. Brooks-Powers

Thank you.
