Cabán states that not being able to speak about how, when, and why arrests are made means NYPD didn't show up prepared, emphasizing everyone has a role to play in system efficiency.

And so not having information about who we are subjecting to a criminal court proceeding, I think, is unacceptable.

Everybody has their role to play, right?

There's a lot of discretion there.

The prosecutors then in ECAB have the ability to DP or decline to prosecute.

They have the ability to move cases along quicker.

The judge has the things that they can do.

Defense attorneys need more resources so that they can help put the cases along more speedily.

But I will say to show up here and not be able to speak about how, when, and why arrests are being made and whether you're being judicious with that really big responsibility means that you didn't show up here prepared.
