Councilmember Cabán questions NYPD on summer foot patrol arrest instructions

New York City Council · Jun 25, 2026 · starts 1:52:12 · 43 sec

Cabán asks about 2,600 extra officers on summer foot patrols and whether they'll be instructed to make arrests for quality-of-life crimes or refer to services. The NYPD representative says this is operational and he cannot speak to it, offering to follow up.

Tiffany L. Cabán

It's been reported that the NYPD is surging its presence with 2,600 extra officers on late night and early morning foot patrols this summer.

Tiffany L. Cabán

Will officers be instructed to make arrests on those foot patrols for quality of life crimes?

Tiffany L. Cabán

Like, again, listing some of these things like loitering, disorderly conduct, parks violations.

Member of the Public - NYPD Representative

Again, Councilmember, it's very operational in nature.

Member of the Public - NYPD Representative

I can't speak to that.

Tiffany L. Cabán

So you also can't speak to whether these officers will be instructed on how to refer people to services rather than make an arrest?

Member of the Public - NYPD Representative

Again, I can go back.

Member of the Public - NYPD Representative

I can speak to the upper-level executives, find out about if there is any such messaging, and get back to you.
