Brewer on 485X tax abatement concerns and developer uncertainty

New York City Council · Jun 25, 2026 · starts 0:09:39 · 1 min 7 sec

Brewer discusses the developer's dislike of the 485X tax abatement, uncertainty about whether the project will be built, and the existing active union jobs on the site.

Gale A. Brewer

So the other issue was, I guess Mr.

Gale A. Brewer

Freeland, along with everybody else in the development world, hate 485X.

Gale A. Brewer

They don't like this new property tax exception that was negotiated and passed in Albany.

Gale A. Brewer

them figure it out what's going to happen.

Gale A. Brewer

That's not my problem.

Gale A. Brewer

But owner has stated that a 485X property tax is not renovated, I shouldn't renovate it, is not enacted in a different way.

Gale A. Brewer

He's not gonna build.

Gale A. Brewer

Right now there's a good,

Gale A. Brewer

storefront, meaning there's a ground floor auto repair, auto sales, which is an excellent union jobs, and there's a commercial building on one of the sites.

Gale A. Brewer

So it's active currently.

Gale A. Brewer

It's not like they're vacant lots.

Gale A. Brewer

So I don't know what's going to happen if this thing will ever get built.

Gale A. Brewer

It all depends on 485X.

Gale A. Brewer

They don't like, the developers don't like the union portion of that bill, and they don't like that you have to be 100 units, and then above that, you've got to follow 485X labor law.

Gale A. Brewer

So I think a lot of folks are building at 99 units, but not here.
