CM Santosuosso opening remarks on 2950 West 24th Street

New York City Council · Jul 1, 2026 · starts 0:16:05 · 1 min 9 sec

Councilmember Kayla Santosuosso joins and provides opening remarks, noting the proposal for 408 permanently income-restricted units through HPD's ELA program and the existing 360 affordable units on site. She expresses support for new affordable housing but emphasizes preservation and quality of existing housing are equally important.

Kayla Santosuosso

Yes, sorry about that.

Kayla Santosuosso

I was just gathering my things over here.

Kayla Santosuosso

Good morning, everyone, and thank you, Chair.

Kayla Santosuosso

My name is Councilmember Kayla Santosuoso, and I'm here today to discuss 2950 West 24th Street rezoning application.

Kayla Santosuosso

The application proposes, as you just heard, 100% affordable building with 408 permanently income-restricted units through the HPD's Extremely Low and Low Income Affordability Program, or the ELA program.

Kayla Santosuosso

The proposed development also contains an applicant-owned existing building on the site right now with 360 affordable units, which will remain during the course of this development.

Kayla Santosuosso

While I'm supportive of the production of new affordable housing on underused space, it's important to note that preservation and quality of existing affordable housing is just as important.

Kayla Santosuosso

So today I look forward to discussing the application and the existing building conditions more with the applicant team and hearing from any colleagues and constituents.

Kayla Santosuosso

Thank you to all who have and continue to participate in this public process.

Kayla Santosuosso

And so I only have a handful of questions here.
