Council Member Questions Foss on Salary and Corruption Link

New York City Council · Jul 7, 2026 · starts 0:35:15 · 38 sec

An unnamed council member asks about research on salary increases and corruption. Foss responds that banning outside income was a key anti-corruption step and higher salaries reduce incentives for private income that creates conflicts.

Thank you, Chair.

UNKNOWN

I just wonder, did you guys do any research about increased salary for elected officials and the corruption?

UNKNOWN

Is there any relationship between?

Member of the Public - Rachel Foss

I would say that the outside income being banned by the city council, you know, a number of years ago was a very important step to not have corruption at the state level.

Member of the Public - Rachel Foss

There is outside income that is allowed and there have been problems in the past.

Member of the Public - Rachel Foss

And I think certainly.

Member of the Public - Rachel Foss

To the extent that there is a higher salary, there's less of an incentive to get private income that could create conflicts of interest.

Thank you.
