CM Nurse speaks in support of Intro 833 for affordable housing and community center

New York City Council · Jul 14, 2026 · starts 0:13:27 · 1 min 28 sec

CM Sandy Nurse explains the proposal stems from a BSA variance for an affordable housing project on the corner of Bushwick and Eastern Parkway that includes hundreds of units and a community recreation center. She notes the bill is long delayed, should have passed last year, and urges quick passage. She indicates willingness to remove other council districts from the bill if there is opposition.

Kevin C. Riley

At today's hearing, the Council looks forward to hearing feedback from the public relating to the existing restrictions and the proposed amendment.

Kevin C. Riley

At this time, before we open it up for the public testimony, I would like to now recognize my colleague, Councilmember Sandy Nurse, for her remarks.

Sandy Nurse

Thank you, Chair, and thank you for hearing this.

Sandy Nurse

Just want to express my full support for this and just give just a minute of context.

Sandy Nurse

This proposal came about because of a BSA variance.

Sandy Nurse

The property on the corner of Bushwick and Eastern Parkway is being turned into hundreds of units of affordable housing.

Sandy Nurse

And it didn't go through a ULURP.

Sandy Nurse

But the developer and the DOHMH have agreed to build a community recreation center for the community as part of this.

Sandy Nurse

And we really need to amend this, do this zoning text amendment so that we can move forward with the project.

Sandy Nurse

I understand that there might, you know, the way this is written includes other council districts.

Sandy Nurse

That's fine.

Sandy Nurse

However, if there is opposition, you know, I would love to remove those districts from this so we can make this happen.

Sandy Nurse

You know, this should have really been passed last year.

Sandy Nurse

This is very long delayed, so I would like to see this move forward.

Sandy Nurse

I'm glad the administrative is supportive.
