Chair Lee questions HPD on SCRI/DRI enrollment and outreach
Lee asks about the 8,000 estimated eligible households for SCRI/DRI, how many are enrolled, and what outreach is conducted. Phillips reports 5,500 on Section 8 and 6,000 on SCRI, and Julie Walpert describes constituent service coordinators' outreach.
And really quickly, just wanted to go into scree and dree.
So I know that Department of Finance manages the main rent freeze programs and is part of their work.
They use their data to estimate how many households are eligible for scree dree.
And their most recent report from 2025 estimates that there's about 8,000 households in Mitchell-Lama developments that are eligible.
So out of those 8,000, how many of the housing units are currently enrolled in scree-dree rent freeze programs?
So SCRI is administered in Mitchell-Lamas by HPD, by our housing supervision team.
And I think the data point of 8,000 or so households is probably just looking at purely income, and it's not looking at whether or not they have an existing rental subsidy.
So if you have a housing choice voucher, which we call Section 8, you're not eligible for SCRI and vice versa.
You can only have one rental subsidy program.
We have in our Mitchell Lama portfolio on Section 8, we have 5,500 vouchers, and we have about 6,000 households who are on SCRI.

And what is the outreach like for it?
Is there any additional targeting?
outreach to residents that are subject to significant rent increases?
And if so, was such outreach conducted for residents of Tracy Towers as well?
Yeah, I think I was alluding earlier that my colleague, Lika, will answer.

So within our housing supervision department, we have portfolio analysts who work with the managing agents and the shareholders related to the finances.
But we also have a team of constituent service coordinators.
And those are the individuals who go into the building and work directly with the tenants.
They're doing outreach and engagement.
Thank you to some of the council members who work with our constituent services team to do workshops.
Some of the council members have done workshops in their offices to assist.
And so that team do the direct engagement.
And it's almost like case management services where individuals who are not able to complete the applications or have the information, they hold their hands and go through every single detail and then also look for as benefit specialists.
What else are the tenants eligible for?
Even down to looking, working with HRA to see if there are any rental arrears.
And so it's a whole process conducted by our constituent services coordinators.

And of course, the pre-filled screen applications, Councilmember Dinnowitz, that's really, really helpful.

We want to reduce the burden on the tenant to ensure that they can stay stably housed, and that was a big help.
