Council Member Dinowitz on HPD hearing timing and financial review process

New York City Council · Jul 15, 2026 · starts 1:06:02 · 1 min 34 sec

Dinowitz criticizes the 4 PM hearing time for Tracy Towers as inaccessible to working residents, and presses Phillips on whether HPD reviewed financials before the public hearing. Phillips confirms ongoing review.

Eric Dinowitz

I will note that your hearing was at four o'clock and to many tenants at Tracy Towers who have jobs made it impossible for them to attend in the community room or to testify online.

Eric Dinowitz

And I would urge you

Eric Dinowitz

in the future, knowing that middle class, so many middle class and working class New Yorkers live in these Michelama developments, to have these hearings at a time that actually meets the needs of the residents who live there.

Eric Dinowitz

I want to talk about the fiscal.

Eric Dinowitz

So it's unclear.

Eric Dinowitz

So you have to submit.

Eric Dinowitz

I want to get this right.

Eric Dinowitz

You have to submit whatever the management company says they need the increase to be publicly, and then you go over what it should be.

Adam Phillips

We do an additional review.

Adam Phillips

I mean, it's a multi-step process.

Eric Dinowitz

So you review beforehand, before they propose it, you then present it at a public hearing.

Eric Dinowitz

And then you do an additional review.

Eric Dinowitz

But I just want a clarity.

Eric Dinowitz

Did you before, before the public hearing, did you review the financials?

Adam Phillips

Of course, we're constantly reviewing the financials of every Mitchell-Lama development.

Eric Dinowitz

I don't want to harp on the security costs, but it doesn't look to me like you went over the financials.

Eric Dinowitz

beforehand.

Eric Dinowitz

I mean, that is a huge red flag, an increase of 50% for the security costs alone.

Adam Phillips

Yeah, it is a large increase, but we are

Adam Phillips

going over the expenses and we're going to continue to go over the expenses to see where we can cut.
