Chair Linda Lee opens the hearing, introduces herself as Finance Committee Chair, and recognizes the committee members present in person and online, including Gennaro and Brooks-Powers.
Lee explains the committee will vote on preconsidered transparency resolutions for expense budget funding designations and a preconsidered resolution decreasing the credit against the city personal income tax for residents' share of the city unincorporated business tax (UBT).
Lee asks if any members have comments, notes Brooks-Powers is present in person, and then asks the clerk to call the roll.
Committee Clerk Matthew DiStefano begins the roll call with all items coupled. Chair Lee and several members vote aye, with some members not yet present or responding.
Council Member Phil Wong asks to confirm whether item 2214 is the UBT tax credit decrease, then votes aye on all items except 2214.
Council Member Frank Morano votes aye on all items except 2214, the UBT tax credit decrease, on which he votes no.
Clerk DiStefano announces the transparency resolutions passed 11-0, and the UBT tax credit resolution passed 9-2 with no abstentions.
Chair Lee announces the vote will be held open for members still arriving, including Justin Sanchez, and the committee waits to maintain quorum.
Clerk DiStefano resumes the roll call. Council Member Gennaro's vote is recorded, and Council Member Sanchez votes aye, bringing the total to 12-0 on the main items and 10-2 on the UBT item.
A brief moment of confusion occurs as Sanchez clarifies he has just arrived and called his vote, causing a pause before the roll call resumes.
Clerk DiStefano continues the roll call for Council Member Aviles, who votes aye. The tally updates to 13-0 on the main items and 11-2 on the UBT item.
Council Member Gennaro joins remotely and confirms he can be heard. After a brief discussion about quorum, his aye vote is recorded, bringing the tally to 14-0 on the main items and 12-2 on the UBT item.
Clerk DiStefano records Council Member Restler's vote, bringing the final tally to 15-0 on the main items and 13-2 on the UBT tax credit resolution.
Chair Lee confirms the vote is complete and thanks all members, closing the hearing.
