Chair Louis questions DOT on maintenance, oversight, and revenue reporting

New York City Council · Jul 21, 2026 · starts 0:21:08 · 2 min 12 sec

Chair Louis asks three questions: who maintains the pedestrian features (Flatiron NoMad Partnership), how frequently DOT inspects the concession area (quarterly reports, audited financial statements, site visits for new installations and 311 requests), and whether DOT requires annual public reporting of revenues and expenditures (reviewed internally but not posted online).

Farah N. Louis

Thank you.

Farah N. Louis

I have three quick questions before I hand it over to Councilmember Wilson and Epstein.

Farah N. Louis

Who has been maintaining the pedestrian-oriented features along this stretch of Broadway?

Emily Weidenhoff

That's been the Flatiron Nomad Partnership.

Farah N. Louis

Perfect.

Farah N. Louis

How frequently will DOT inspect the concession area, and what oversight will DOT maintain once the agreement is executed?

Emily Weidenhoff

Great question.

Emily Weidenhoff

So as part of DOT's regular concession process, we require that our concession partners provide quarterly reports.

Emily Weidenhoff

And we also have some requirements for audited financial statements.

Emily Weidenhoff

So there's a team at DOT in our concessions division who's reviewing that on a regular basis.

Emily Weidenhoff

We also have teams that are out and about on the corridor that are either

Emily Weidenhoff

because we are organizing a meeting with the bid or we've received some public questions or like a 311 request.

Emily Weidenhoff

There's a kind of whole host of different reasons why DOT staff would be out on site, you know, looking at various things in the plaza.

Emily Weidenhoff

We don't have a, you know, an exact regimented process, but anytime anything new is installed,

Emily Weidenhoff

we not only review internally first, but then we will do a site visit to look at the installation and confirm it meets.

Emily Weidenhoff

the proposal.

Farah N. Louis

Thank you for that response.

Farah N. Louis

And does DOT require annual public reporting showing revenues collected and how do those funds get spent in major concession areas?

Emily Weidenhoff

So as part of again the requirement for our concession agreement that's exactly what we are looking at is all of the revenue coming in and then how it's going to various

Emily Weidenhoff

allowed expenses per the terms of the concession agreement.

Emily Weidenhoff

That's not something we post online, but it is something that is, you know, part of, yes.

Farah N. Louis

Yeah.

Farah N. Louis

All right.

Farah N. Louis

Thank you for that.

Farah N. Louis

Council members Epstein and Wilson, whoever wants to go first.
