Gorman explains public benefits pairing and concession seating
Gorman describes pairing concession opportunities with public benefits like programming alongside small business revenue. He introduces concession seating as DOT's form of outdoor dining on plazas, distinct from the Dining Out program, allowing up to 33% of plaza area for concession seating, or up to 50% through a major concession ULURP as proposed today.

A lot of times we try to pair these concession opportunities with some sort of public benefits.
So we have a lot of great use cases around the city where we have a sub-concession, like let's say a small kiosk that's selling food and beverage
that's paired with some sort of event or programming that still provides this public benefit in the space while still allowing a small local business to make some sort of revenue as well as creating revenue stream for the bid.
And then just the last two slides, because I know we're almost at time, talking about one of our newest types of sub-concessions is concession seating.
This is our form of outdoor dining on plazas through our concession agreements.
It should be noted that this is separate and distinct from the Dining Out program, which is the general outdoor dining program in New York City.
We allow for typically up to 33% of a plaza.
to occupy concession seating for those businesses.
But when we go through a major concession, ULURP, as we're talking about today, that can be up to 50%.
That is something we've talked very closely with the council members about and how exactly we would operationalize that in coordination with the bid and DOT and its other agencies.
So we feel very sort of strongly about maintaining this, but also maintaining the public space benefit of these concession seating opportunities.
And just last slide, you can just get a little visualization of what concession seating looks like down the line.
