Council Member Felder questions DOT on bicycle helmet requirements

New York City Council · Jul 21, 2026 · starts 0:34:14 · 3 min 27 sec

Felder expresses frustration that the city does not mandate helmets for cyclists using city streets, comparing it to seatbelt laws. He asks DOT to follow up on why there is no helmet requirement. Weidenhoff notes DOT's commitment to safety and free helmet distribution programs. Felder clarifies he wants mandatory helmet use, not free helmets.

Simcha Felder

And the second question is.

Simcha Felder

About helmets.

Simcha Felder

I don't understand it.

Simcha Felder

You do not have a program, when I say you, DOT.

Simcha Felder

I mean, I remember distinctly when they started obligating drivers to use seatbelts.

Simcha Felder

Because of safety.

Simcha Felder

I'm very familiar with, for whatever reason, with the

Simcha Felder

accidents or whatever that occur with bicyclists or, you know, that do not wear helmets.

Simcha Felder

To the bicyclists and to the people that, unfortunately, if they bump into them, you know, that's that.

Simcha Felder

So I don't get the whole thing.

Simcha Felder

I want to understand.

Simcha Felder

And this is not to you.

Simcha Felder

You can send this to your friends there as well.

Simcha Felder

I do not understand how the city functions without having a, I don't know what you want to call it, one street, one rule about safety.

Simcha Felder

You know, I don't know.

Simcha Felder

I know that my kids, I'm not the disciplinarian, never was.

Simcha Felder

I always used to say, the kids asked me, I said, I used to say, it's okay with me, but ask mommy.

Simcha Felder

And then she'd kill me.

Simcha Felder

But a helmet, you could not get on a bike, you know, without the helmet.

Simcha Felder

You know, my wife.

Simcha Felder

And you train the kids from an early time.

Simcha Felder

And then they...

Simcha Felder

Get older, and instead of it continuing, you say, okay, now it's okay, you know.

Simcha Felder

And the city has no program of obligating people who are using city streets.

Simcha Felder

You know, I understand if the guy wants to drive around his alley, you know, in circles without a helmet.

Simcha Felder

But they're using city streets without helmets, and that's been going on for years.

Simcha Felder

And to top it all off, your city, you know, the program that you have, the bicycle program in the city, I'm almost done.

Simcha Felder

Yeah, I did not.

Simcha Felder

I had a fight with my wife this morning.

Simcha Felder

Yeah.

Simcha Felder

There is no program to ensure the safety of the bicyclists by obligating anyone using a city street, whether it's on a bicycle

Simcha Felder

or anything else, certainly.

Simcha Felder

If you're using a city street, just like you buckle up, you have to have a helmet.

Simcha Felder

I don't understand it.

Simcha Felder

So you can have your friends at DOT get back to me on that as well if I'd appreciate it.

Emily Weidenhoff

Yeah, absolutely.

Emily Weidenhoff

And DOT cares incredibly deeply about safety.

Emily Weidenhoff

And we do have a lot of amazing teams that are partnering with elected officials to hand out free helmets to people all across New York City.

Emily Weidenhoff

So we'd be happy to connect you with them.

Simcha Felder

I don't want a free helmet.

Simcha Felder

I want everyone to have to wear one.
