Chair Marte questions Alderson on voluntary acquisition and target numbers

New York City Council · Jul 22, 2026 · starts 0:11:48 · 1 min 46 sec

Marte asks whether acquisitions are voluntary for property owners; Alderson confirms the city seeks willing sellers and notes properties must continue meeting criteria. Marte asks about target acquisitions per year; Alderson says there is no set number but a handful of new parks would be a success, noting the last park in CD2 was Hunters Point South over 10 years ago.

Christopher Marte

Thank you for the presentation.

Christopher Marte

I have a few questions, and then I'm going to ask a few questions from the local council member, Council Member Wan.

Christopher Marte

First, just to reaffirm this, the proposed acquisition can only be voluntary for the property owners, correct?

Colleen Alderson

That is correct.

Colleen Alderson

We've stated throughout the process and before the City Planning Commission that we're looking for willing sellers.

Colleen Alderson

I also should note that should the criteria for the properties change and not meet the criteria as laid out, they're ineligible for our ability to acquire the sites.

Colleen Alderson

But yes, we are looking for willing sellers.

Colleen Alderson

And we see this as an opportunity for a property owner to just consider.

Colleen Alderson

You know, another avenue should they be looking to change the status of their property.

Christopher Marte

Do you have a target number of acquisitions per year for this community district over the 10-year time horizon?

Colleen Alderson

We don't, you know, we're not sure what this will foretold, but, you know, if this district could see a handful of new park sites, I think that would be a success.

Colleen Alderson

The last park in this community district was Hunters Point South a little more than 10 years ago, so it's been some time, but

Colleen Alderson

there are various gap areas across the district, and I think if we could, if there are willing sellers, I think that would help.

Colleen Alderson

tamp down on the number unserved in terms of residents not within a walk gap and also help on that very low open space ratio that exists in the district.

Colleen Alderson

So there's no set number.

Colleen Alderson

We're not sure which owners would be interested, but we do believe this application will help in meeting the needs of the community in terms of public open space.

Christopher Marte

Thank you.
