Marte relays Council Member Won's question on application purpose and acquisition process

New York City Council · Jul 22, 2026 · starts 0:15:11 · 1 min

Marte relays Won's question clarifying that the application authorizes acquisition but does not itself trigger acquisition or development. Alderson confirms, explaining the city must engage with property owners, negotiate price, go to contract and closing, then follow the capital process with community engagement on amenities.

Christopher Marte

And now I'm going to ask you some of the questions from Councilmember Wan.

Christopher Marte

I would like to clarify the purpose of this application.

Christopher Marte

I understand that this application simply authorizes the city to make acquisition of the listed sites within the next 10 years, but does not itself trigger the acquisition or development of new parks.

Christopher Marte

Can you confirm that this is correct?

Colleen Alderson

Yes, that's correct.

Colleen Alderson

The city would have to actually acquire a site in order to then develop it, following our typical capital process where we engage with the community about what kind of amenities they'd like to see.

Colleen Alderson

But this ULERP is just giving the authority to acquire, again, if there's a willing seller.

Colleen Alderson

It does not automatically lead to, you know, tomorrow the property is being acquired by the city.

Colleen Alderson

There's a process where the city would engage with a property owner and negotiate, and if they come to an agreed-upon price, it would go to contract and closing and then be assigned to the property.
