New York City Council · Aug 11, 2026 · starts 0:47:21 · 34 sec

Abreu asks what criteria DOF uses to deem ECB judgments uncollectible. Deputy Commissioner Hill explains cases that have cycled through all three outside collection agencies without collection, as well as deceased individuals and bankrupt businesses, are considered uncollectible.

Shaun Abreu

DOF indicated, actually I have another question.

Shaun Abreu

What are the criteria used by DOF to deem the ECB judgments uncollectible?

Annette Hill

Okay, so cases that has gone through three collection agencies, they cycle through all three collection agencies and there's no collection has been done and no information has been gotten on them.

Annette Hill

Sometimes it involves deceased individuals or people who are bankrupt and the business is no longer operating.

Annette Hill

Those are what's considered uncollectible.
