Lee notes the program is budgeted at $25 million and modeled on prior programs, explains it is useful where the city lacks strong enforcement mechanisms unlike the boot-and-tow program, and states idling violations are excluded because recipients are typically logistics companies less in need of amnesty.
The ECB Amnesty and Compliance Program was included in the adopted budget for $25 million and is modeled after previous programs administered by the Department of Finance over the past 10 years.
Such programs are particularly useful when the city does not have a strong mechanism for enforcement, unlike, for example, our boot and tow program for parking tickets, where customers must resolve their debt in order to recover a vehicle.
The amnesty program will be open for 90 days with an option to extend to 180.
Please note that idling violations will not be eligible for amnesty to ensure that we continue to hold bad actors accountable when they pollute our streets.

Developing a broad and simple program is the best way to achieve significant participation and ultimately resolve more violations throughout the city.
