Chair questions on rezoning area boundaries and building bulk

New York City Council · Aug 12, 2026 · starts 0:47:52 · 2 min 1 sec

Thomas-Henry asks why the rezoning area excludes a property along Taft Place and why only two of three lots are being redeveloped. Palachnik explains the rezoning area extends 240 feet but only two sites are being developed. On building bulk, he shows the neighboring school is 87 feet tall while the proposed building is 90 feet, making them analogous in height.

adjacent to it.

Member of the Public - Eric Palachnik

It will produce two buildings.

Member of the Public - Eric Palachnik

Building A will be nine stories tall.

Member of the Public - Eric Palachnik

That will have 50,000 square feet of floor area.

Member of the Public - Eric Palachnik

Building B will be six stories tall.

Member of the Public - Eric Palachnik

That will have 13,000 square feet of floor area.

Member of the Public - Eric Palachnik

Overall, the entire development will have 74 total dwelling units, 18 permanently affordable.

As a council member mentioned, it will include 35 two-bedrooms, seven three-bedrooms, four four-bedrooms, 23 one-bedrooms, and five studios.

Member of the Public - Eric Palachnik

So it's rather heavy on the multiple bedroom scenario.

Member of the Public - Eric Palachnik

And we are proposing to include a synagogue at the cellular level of building A.

Member of the Public - Eric Palachnik

I will stop my testimony there because I don't know if any further speaking is necessary, but you let me know if it is.

Member of the Public - Eric Palachnik

Well, if wrestler says it's not necessary, I guess it's not necessary.

Member of the Public - Eric Palachnik

I do have two quick questions, and I'll turn it over to my colleague.

Member of the Public - Eric Palachnik

Can you explain why the proposed rezoning area excludes the one property along Taft Place?

Member of the Public - Eric Palachnik

Can you go to the zoning map, please?

Member of the Public - Eric Palachnik

The zoning map change?

Member of the Public - Eric Palachnik

That's page one, two, three, page three.

Member of the Public - Eric Palachnik

I'm not quite sure which properties you're speaking of.

Member of the Public - Eric Palachnik

This shows you the zoning map change, so I'm not sure which property is being left out that you're referring to.

Member of the Public - Eric Palachnik

It extends.

Member of the Public - Eric Palachnik

All the way from the rear of the properties at Front Myrtle Avenue for a distance of 240 feet down Taffy and Kent.

Member of the Public - Eric Palachnik

Is the entire rezoning area on that being redeveloped?

Member of the Public - Eric Palachnik

No.

Member of the Public - Eric Palachnik

There's only two properties being redeveloped within that rezoning district.

Member of the Public - Eric Palachnik

Okay.

Member of the Public - Eric Palachnik

Okay.

Member of the Public - Eric Palachnik

And so why not the, so it's two of the three?

Member of the Public - Eric Palachnik

Yes, it's two of the, it's, if whoever's controlling the screen, go to slide two, please.

Member of the Public - Eric Palachnik

So slide two at the bottom in the middle, if you can make that out there, you can see in blue, those are the two sites that are being rezoned.
