Narcisse describes her bill as straightforward, requiring Parks to post signs in plain language telling dog owners to pick up after their dogs and stating the penalty for noncompliance.
Narcisse recounts how children sit on grass, parents push strollers over waste, and park staff must clean it up daily. She notes most dog owners do the right thing, but those who don't rely on nobody noticing.

Hankerson thanks Narcisse, notes Councilmember Epstein is not present, and turns the meeting over to Committee Clerk William Martin to conduct the roll call vote on both coupled items.
Clerk William Martin calls the roll for all committee members. Hankerson, Krishnan, Lee, Marte, Narcisse, Nurse, Sanchez, Ung, Salaam, and Santosuosso vote aye. Morano votes no on 864A and aye on 880A.
The clerk announces Intro 864A adopted with 9 affirmative and 1 negative vote, and Intro 880A adopted unanimously with 10 affirmative and 0 negative votes, with no abstentions on either bill.
Hankerson thanks the clerk, congratulates colleagues on the passage of both bills, and adjourns the vote.
