Narcisse describes dog waste problem in her district parks

Anyone who walked through a park in my district knows the problem.

Kids sit down in the grass.

Parents push strollers over it.

Park staff deal with it every morning, every day, every single hour.

Before most of us are awake, they have to do their job.

So most dogs owners do the right thing already.

The ones who don't are usually counting on nobody to notice it.
