Ung explains the BSA's five-member structure, borough residency limits, and the chair's required professional qualifications as a planner, architect, or engineer with at least 10 years of experience. The appointment expires October 6, 2027.
Do I have to gavel back in or no?
Okay, so pursuant to Section 31 of the Charter and by the letter dated August 7, 2026, the Mayor requested the advice and consent of the Council
regarding the appointment of John Manchin to the New York Board of Standards Appeals as its Chair.
The appointment will expire October 6, 2027.
Section 659 of the Charter states that the BSA must be comprised of five members and no more than two members shall be residents of any one borough.
The charter provides the chair of the BSA must either be a planner with the professional qualification and at least 10 years experience as a planner,
or a registered architect with at least 10 years experience as an architect, or a licensed professional engineer with at least 10 years experience as an engineer.
The mayor may move the chair for calls after notice and an opportunity to be heard.
