Chair Ung: introduction of John Mangin's professional background
Ung details Mangin's role as DCP Housing Division Director since 2014, his leadership on City of Yes for Housing Opportunity, MIH, and neighborhood plans, his work on the 2025 Charter Revision Commission that reduced council land use powers, and his Yale Law School degree.
We are now joined today by Mr.
Manchin.
I'm going to ask the council to take the oath.
Please raise your right hand.
Do you affirm to tell the truth, the whole truth, and nothing but the truth in your statements before this committee and in response to all questions posed by council members?
I do.
Sorry, I did that a little too quickly.
I still have to introduce you.
So Mr.
Manchin currently serves as the Director of Housing Division at the Department of City Planning, where he's worked since 2014.
In that role, Mr.
Manchin led the development of the City of Yes for housing opportunity at Citywide Rezoning that passed in the late 2024.
He also helped the mandatory inclusion housing and neighborhood plans across the five boroughs.
And he has a leadership role in many of the city's other housing and land use initiatives over the past decade.
Mr.
Manchin also serves as a director of policy and research for the 2025 Charter Revision Commission, which proposed the most significant changes to the city land use review process since 1989.
The resulting charter changes stripped away or reduced many of the council's land use powers.
The charter changes also enlarged the BSA powers to green light housing projects that do not comply with zoning restrictions.
Before joining the city government, Mr.
Manchin worked on a fair housing policy and litigation at the Fair Share Housing in New Jersey.
He's also adjunct associate professor at the Urban Planning at NYU Wagner Graduate School of Public Service and a graduate of Yale Law School.
Since we already did the affirmation, I'm going to end.
Ask the candidate for your opening statement.
