Ariola questions when OTI knew about update and low-risk threshold

New York City Council · Sep 9, 2026 · starts 1:07:49 · 1 min 18 sec

Ariola asks when OTI was notified about the update. Barbera says they were notified in February, with testing in March and subsequent months. Ariola asks about the low-risk threshold; Gelobter says the definition was set by Motorola and will be revisited. Ariola asks why Motorola is not at the hearing.

Joann Ariola

Did you know a week before?

Joann Ariola

Did you get a notification?

Joann Ariola

I get a notification on my phone.

Joann Ariola

You will be updated your software overnight while you're charging.

Joann Ariola

When did you know?

Robert Barbera

This is a manual update, so it's not automatic.

Robert Barbera

We were notified in February and it went through testing.

Robert Barbera

In March and subsequent months before it was ever released into the PSAC's live environment.

Joann Ariola

And were your partners at NYPD, EMS, and FDNY notified that there would be an update?

Robert Barbera

All of the changes go through a change advisory board, which is an entire agency board.

Lisa Gelobter

But I want to be specific in that this was assessed as a low-risk change, which does not require executive-level approval from all of the agencies.

Lisa Gelobter

So, yes, the CAB, it was part of the process, but it was not escalated as something that needed...

Lisa Gelobter

Rigorous examination.

Joann Ariola

And what is your threshold for low risk and high risk changes?

Lisa Gelobter

Yeah, so that definition in terms of low risk was set and evaluated by Motorola.

Lisa Gelobter

We are going to have to revisit, obviously, how those risks are categorized.
