Q&A

Ariola questions Motorola's absence and responsibility for outage

New York City Council · Sep 9, 2026 · starts 1:09:07 · 1 min 6 sec

Ariola asks why Motorola isn't present and whose responsibility it was to notify OTI. Gelobter says the root cause analysis is ongoing and it's premature to ascribe responsibility, but confirms Motorola performed the firmware upgrade that caused the issue and the first notification came from call takers, not Motorola.

Joann Ariola

Yeah.

Joann Ariola

Is Motorola here today?

Lisa Gelobter

Not that I know of.

Joann Ariola

Is Motorola here?

Joann Ariola

Is there a reason why they're not here today?

Lisa Gelobter

The only thing that I would say is that we are in the process of doing this root cause analysis.

Lisa Gelobter

And so until we actually understand every single contributing factor, I don't think we know who needs to be in the room for this conversation.

Joann Ariola

Well, whose responsibility was it?

Joann Ariola

Is it Motorola's responsibility?

Joann Ariola

Motorola notify OTI?

Joann Ariola

Like what was that process?

Joann Ariola

Motorola called and said we're having a glitch.

Joann Ariola

Like where did Motorola fall in on this?

Lisa Gelobter

Yeah, I think responsibility will be described once we are able to do a deeper exploration.

Lisa Gelobter

The facts of what we know today is that Motorola performed the firmware upgrade, and that is what caused the issue.

Joann Ariola

So did they know before you did?

Lisa Gelobter

The first notification we got was from the call takers.

Lisa Gelobter

It was from the call takers.

Joann Ariola

And what is the protocol for OTI telling NYPD and FDNY when something does go wrong?
