Q&A

Morano questions fate of 113 callers who never got through

New York City Council · Sep 9, 2026 · starts 1:40:34 · 1 min 51 sec

Morano asks if the city has identified what emergency each of the 113 unserviced callers was calling about and whether any suffered injury, death, or property loss. Gelobter says based on review to date, no death or injury attributable to the disruption has been identified, but the analysis is ongoing.

Frank Morano

So your testimony says there were 319 unique 911 callers affected, 206 of whom eventually connected with an operator.

Frank Morano

That leaves 113 unique callers who never got through.

Frank Morano

Has the city identified what emergency each of those 113 people was calling about?

Frank Morano

And can you tell us today that none of them suffered an injury, death, property loss, or other adverse consequence because their call wasn't answered?

Lisa Gelobter

Thank you for that question, and I do think that that is something that we also have to explore very deeply.

Lisa Gelobter

Based on the information that we have reviewed to date, and it is an ongoing review, we have not identified any death or injury attributable to the disruption.

Frank Morano

And when would you be able to give this council a definitive answer in terms of the itemized nature of those 113 emergencies?

Lisa Gelobter

We will be

Lisa Gelobter

We are still in the process of doing the analysis.

Lisa Gelobter

I also

Lisa Gelobter

Apologies, I'm trying to think about the best way to get you the information that you are looking for.

Lisa Gelobter

I think right now, as we go through the process and the analyses and looking at

Lisa Gelobter

what happened with each of those callers, right, until we have more information there, I don't know that I can give you a better answer than we're looking at it.
