Council Member Wilson introduces bills on capital project cost benchmarks and pedicab pedal-assist
A council member introduces Intro 1065 (DDC cost benchmarks for small capital projects), Intro 1064 (timeframes for agency approvals and change orders), and Intro 1063 (pedal-assist technology on pedicabs), citing concerns about capital projects going over budget and over time.
We will now move into general discussion.
I'd like to let you all know we have about 20 folks signed up so far.
So just keep that in mind.
I'll start with Councilmember Wilson, followed by Maloney.
Thank you, Majority Leader.
Every year when the city allocates capital funding, I remain stunned at the price tags for these projects.
Too often, capital projects go massively over budget and over time for no clear reason and with little proper oversight.
Today I'm proposing legislation that aims to establish standards for the costs and timeframes for capital projects costing
$10 million and under.
Intro 1065, alongside my colleague, Parks Committee Chair, Councilmember Hankerson, would require
DDC to publish cost benchmarks for each type of small capital structure and to submit annual reports on the difference between those benchmarks and the actual cost of such projects.
Intro 1064, alongside Contracts Committee Chair, Councilmember Ressler, and again with Councilmember Hankerson,
would require DDC to consult with the Mayor's Office of Contract Services and other relevant agencies to establish timeframes for completing agency approvals and change order requests.
I'm also introducing a bill that will set clear regulations regarding pedal assist technology on pedicabs.
Intro 1063 allows pedicabs to be equipped with a basic electric motor that provides pedal assist when a pedicab is going under 15 miles per hour
or a speed limit determined by the relevant agency and as part of a larger pedicab package that I look forward to working with my colleagues on to advance and work on those important pieces of legislation.
Thank you.
Thank you.
