Q&A

Krishnan asks why screen time policy differs for grade 3 and above

New York City Council · Sep 15, 2026 · starts 0:53:44 · 1 min 58 sec

Krishnan asks what drove the different policy for grades 3-5, wondering if standardized testing starting in grade 3 was the reason. Giunta and Laura Lai explain the policy was based on developmental research, not solely testing.

Shekar Krishnan

That's something that, you know, of the different things that we wanted to explore with you all, too, was just, you know, the necessity of kids bringing home their laptops K through 5.

Shekar Krishnan

I know the line right now is K through 2, but the reality is, you know, and I'm sure you all are aware of it, too, but once we start opening that door, especially with home use, too, it opens up a whole number of doors on top of that, and it becomes yet another.

Shekar Krishnan

distraction in the home as well.

Shekar Krishnan

And, you know, I do wonder about the utility of Google Classroom for a kindergartner, for example, or a first grader.

Shekar Krishnan

So I would want to urge you all to really think about the necessity and how we ensure that if we have no one-to-one devices, we're not, you know, allowing these devices to come home to and opening up another.

Shekar Krishnan

As we as parents struggle with how to limit tech and screens at home, we're not kind of opening up a back door to allow it in because the kids will absolutely see it and will absolutely take advantage of it.

Shekar Krishnan

On that note, for three to five,

Shekar Krishnan

What was the reasoning for having a different policy for third grade on?

Shekar Krishnan

I've read some things about there's this larger issue of, which we can talk more about later, online standardized testing.

Shekar Krishnan

That starts in third grade.

Shekar Krishnan

But was that the reason driving the policy, or why was there a different policy for third through fifth grade?

Danielle Giunta

Yeah, I'm going to introduce Lara Lai into the conversation in a moment.

Danielle Giunta

I would say the sole determinant was not about preparing our kids to take digital assessments.

Danielle Giunta

We were looking at research.

Danielle Giunta

We were looking at sort of like the limits that were being set around

Danielle Giunta

recommended in the research, how it was going in other school districts that were implementing our recommendation from even some of our labor partners, all the work that was coming out over the last year and the feedback that we were getting in our listening tours.

Danielle Giunta

But Lara and I will talk a little bit more about

Danielle Giunta

some of the specific research and thought processing.
