Chair Stevens on streamlined referral timing, providers report 30-day delays

New York City Council · Sep 16, 2026 · starts 1:00:57 · 3 min 34 sec

Stevens raises provider reports that the streamlined DHS referral process takes 30 days, not the 20 days DYCD states. Thorne says policy allows 20 days for DHS placement but acknowledges it may sometimes take longer, with providers able to email her to escalate. Stevens notes the gap between policy and practice.

Althea V. Stevens

And in real time, as per usual, my providers are texting me in real time around a follow-up question that they want me to bring up because...

Althea V. Stevens

They're asking around the streamlined referral process.

Althea V. Stevens

And so for young people who come in seeking shelter that day, how quickly can they bypass the intake process of the intake assessment that they have to be placed in?

Althea V. Stevens

Because it sounds like, yeah, we have this bypass process, but it always isn't as seamless as it's being presented here today.

Althea V. Stevens

So just how, like, what does that look like?

Althea V. Stevens

So how soon?

Althea V. Stevens

If they come in, they can bypass this process.

Susan Haskell

I'm going to allow Tracy to.

Tracy Thorne

Hi, I'll take the question.

Tracy Thorne

So we have a process with DHS that offers DHS up to 20 days to place a young person from our programs to their programs.

Tracy Thorne

To find an appropriate fit.

Althea V. Stevens

So where do they go for those 20 days?

Tracy Thorne

They're in our shelter program.

Althea V. Stevens

So they'll stay with you guys for 20 days.

Althea V. Stevens

So they have up to 20 days to stay with you guys while DHS is looking for shelter.

Tracy Thorne

So the streamlined process is for young people who are currently in our residential program.

Tracy Thorne

So they're in our residential programs.

Tracy Thorne

The providers look at all the different discharge opportunities for them.

Tracy Thorne

And if DHS is the discharge decision, then that's the streamlined process.

Tracy Thorne

And that could take up to 20 days.

Althea V. Stevens

Real-time feedback.

Althea V. Stevens

They said it takes 30 days for them to hear back.

Tracy Thorne

Usually when they hear back, it's a placement.

Tracy Thorne

So it could take...

Tracy Thorne

No, no, no.

Althea V. Stevens

Listen, if y'all turn around, the heads are shaking.

Tracy Thorne

I see.

Tracy Thorne

They are shaking.

Tracy Thorne

I probably know.

Althea V. Stevens

Well, my people back here are like, mm-mm, that's not what's happening.

Althea V. Stevens

So it might be what we have on paper, but that is clearly a place that we need to look.

Althea V. Stevens

Into because they're saying they're not hearing back for 30 days and you're saying it's 20 days for them for a placement.

Althea V. Stevens

That's not what's happening.

Althea V. Stevens

So, and listen, I believe it.

Althea V. Stevens

Have you ever been to DHS?

Althea V. Stevens

Because if you think they get back in 20 days, that don't even sound believable.

Althea V. Stevens

And why would you believe that?

Tracy Thorne

The DHS intake team has been really...

Althea V. Stevens

It's overwhelmed.

Tracy Thorne

Okay for us.

Tracy Thorne

They're doing a great job with this.

Tracy Thorne

Yes, I will say.

Althea V. Stevens

That system is overwhelmed on so many capacities.

Althea V. Stevens

Absolutely.

Althea V. Stevens

And it's not for the lack of work that they're doing.

Althea V. Stevens

It is a system that is overwhelmed.

Althea V. Stevens

So we can't pretend like that's not true.

Althea V. Stevens

Right.

Althea V. Stevens

We all know that.

Althea V. Stevens

And so this is not a hit at them saying that they're not doing their job.

Althea V. Stevens

But we know that they don't have a lot of staff because, well, I'm not in general welfare anymore.

Althea V. Stevens

But I had been for four years.

Althea V. Stevens

They've been understaffed.

Althea V. Stevens

They're under-resourced and all the things.

Althea V. Stevens

So that's why it's really hard for me to believe that in this instance that they have all their stuff together.

Tracy Thorne

And I won't deny that maybe it does take 30 days sometimes.

Tracy Thorne

But that's what the policy says.

Tracy Thorne

So immediate isn't in the policy, just so you know.

Tracy Thorne

I just want to say it's on paper.

Tracy Thorne

It's on paper.

Althea V. Stevens

But that's not what's happening.

Althea V. Stevens

Yes.

Althea V. Stevens

They're saying it's taking 30 days for them to hear it back.

Althea V. Stevens

So what's the escalation?

Tracy Thorne

They can email me and I email the intake team and we help support them.

Althea V. Stevens

They're supposed to have 20 days to stay with the providers and it's 20 days.

Althea V. Stevens

But if they're not hearing back for 30 days, what's the process then?

Tracy Thorne

I elevate the placement.

Althea V. Stevens

No, I'm just saying, so do they get to stay in the youth shelter?

Althea V. Stevens

Yes, yes, they can have an extension.

Tracy Thorne

Absolutely.

Althea V. Stevens

Listen, and it's not a shot at anybody.

Althea V. Stevens

I think this is like the gaps that we need to talk about, which is why we have these hearings, so that we can have a moment to be like, wait, is this working?

Althea V. Stevens

Because, yes, on paper, it's obviously the policy, but...

Althea V. Stevens

It's taking longer.

Althea V. Stevens

And I'm sure it is.

Tracy Thorne

Yeah.

Althea V. Stevens

Understand.
