Feliz on pre-pandemic crime comparison and felony assault definition

New York City Council · Sep 16, 2026 · starts 0:25:46 · 1 min 12 sec

Feliz notes most crime categories remain drastically up compared to pre-pandemic 2017-2019, with 21,500 felony assaults this year versus 15,000 in 2019. He asks Hout to define felony assault and explain the challenges.

Oswald J. Feliz

Okay, speaking about trends, we've obviously made a lot of progress.

Oswald J. Feliz

Again, murders and shootings are at historic lows.

Oswald J. Feliz

The robberies and the burglaries, they also seem to be at nearly historic lows.

Oswald J. Feliz

And also, most of the numbers are down compared to last year.

Oswald J. Feliz

But the numbers still seem to be drastically up compared to the pre-COVID years, specifically 2017, 18, and 19.

Oswald J. Feliz

Crime was very low before the pandemic, and it seems like it skyrocketed during the pandemic, and it seems like we still haven't been able to bring it down to those very safe years, 2017, 18, and 19.

Oswald J. Feliz

Not only did we brought down the shootings and the murders, but it seems like most of the other crime categories are still up compared to the pre-pandemic years.

Oswald J. Feliz

So some questions about that, and specifically felony assaults.

Oswald J. Feliz

So this year we've had year to date 21.5 thousand felony assaults, for example, versus 15,000 year to date in 2019.

Oswald J. Feliz

First, tell us what is a felony assault, just so that we could all be clear.

Oswald J. Feliz

About what type of crime we're talking about.
