Chair Thomas-Henry questions Khan on EO 11 scope and whether it addresses property tax issues
Thomas-Henry asks whether Executive Order 11's review of small business costs includes property tax issues. Khan clarifies EO 11 focuses on city-imposed fines, fees, and violations, while property tax policy is handled by City Hall, DOF, and OMB, though some state-level reforms have been identified.
Thank you.
Before I turn it over to Councilmember Salam, I just wanted a couple of follow-up questions to Councilmember Santos-Soso's bill.
Executive Order 11 in looking at reducing just costs to small businesses in general, do they look at property tax issues as they're related to Santos-Soso's question where...
The property tax policy is a larger and it impacts residential, commercial, all sorts of tenants and all sorts of property owners.
And that's when that City Hall, DOF and OMB.
work on.
The EO 11 charge that Mayor and Deputy Mayor Su placed on SBS and a whole set of regulatory agencies was one focused on the summonses, the violations, the fines and fees that are within city powers that do not require,
some of them may require state action.
And in our 50 plus reforms package, we've identified state reforms such as the one where you may be required to have a state barber permit and a city
barber permit and have a occupational license as a barber in New York City or the ice cream, frozen dessert ice cream permit that you need in addition to your food service establishment permit.
And so we've identified some of these areas of duplication or just concerning regulations that create challenges for businesses trying to comply.
That's what the EO 11 and EO 18 exercise was focused on, and we're really excited to keep deepening that work.
Of that work, 16 of those reforms, though, could move with the city council.
So we're really excited over the next coming months and year to enact as many of those as possible so we can keep the momentum that the council has led on as well with the year-round outdoor dining bill, the quarterly payments bill, the repeal of the security grill requirement.
