Chair Thomas-Henry questions Khan on IBZ Boundary Commission membership status
Thomas-Henry asks whether the commission is defunct and whether 2014 members would still serve. Khan explains the commission could be convened today as members are office holders except the mayoral appointee, and that prior administrations chose not to convene it.
I have a couple of questions before I turn it over to my colleagues.
Going back to the industrial business zone boundary.
So is it essentially defunct or the members who were on there in 2014 are still technically members of the commission?
So my understanding is quorum could be established today.
It's not defunct in the sense that the membership of that commission, which includes elected representatives like the borough presidents and senior administration leaders like commissioners at HBD, finance, DCAS, SBS.
President of the Economic Development Corporation.
Our understanding is that commission could be convened if there was a decision or desire by an administration to modify the boundaries of the industrial business zones.
We know in prior administrations, conversations have taken place on what zones should look like, but they have over the past decade.
In a couple years, prior administrations did not choose to pursue any amendments to those boundaries.
So if and when an administration, the city government, decides to modify the boundaries, then the commission could be convened.
Okay, so the members are based on, I guess, appointments from various city agencies, not particular people at this point?
The charter states that the commission, this boundary commission is comprised of SBS, DCP, DOB, DOF, HPD, DCAS, EDC,
and one member of the industrial manufacturing, associated with industrial manufacturing activities.
Alongside who would be appointed at the pleasure of the mayor, alongside
the five borough presidents.
So all of them are office holders, except the one appointee of the mayor.
Even without that one appointee, a commission could be convened if a decision was made to advance changes.
So since it hasn't convened since 2014, everyone, no one from 2014 would be
in attendance at said meeting?
With term limits, most likely yes.
That's what I'm trying to figure out.
Okay.
