Council Member Salaam questions Khan on connecting Upper Manhattan residents to nearby IBZ jobs
Salaam asks what SBS does to connect Harlem residents to jobs in nearby Port Morris and Hunts Point IBZs. Khan explains the IBZ Boundary Commission's purpose is separate from workforce services, and describes the 18 Workforce One centers including one on 125th Street that connects roughly 22,000 New Yorkers to jobs.
And dealing with...
Access to industrial jobs.
None of the City's 21 IBZs are in Manhattan, but the Port Morris and Hunts Point IBZs are just across from Harlem River, from my district.
And they are real sources of good jobs for Harlem residents.
What is SBS doing to connect Upper Manhattan residents to employment in nearby IBZs and does
the commissioner consider workforce access for neighboring communities when it weighs boundary changes?
So the boundary changes
The Industrial Business Zone Boundary Commission serves a purpose of determining, amending, repealing the boundaries that are set.
In the city council and by the city government for what is the IBZ that then triggers a Department of Finance industrial business zone business relocation tax credit.
That's the primary purpose of the Boundary Commission.
That is separate and apart from serving industrial businesses, serving industrial workers, connecting New Yorkers in Uptown and in Harlem and other parts of the city to industrial and manufacturing business jobs.
All of that work is happening through our 18 Workforce One centers.
There's one in Harlem on 125th Street.
It's the workforce center for most of Manhattan North.
And we work closely with any and all large and medium-sized and even small businesses that want recruitment support to work with us and connect local New Yorkers and communities.
And we're proud of that service, the Workforce One centers.
We connect roughly 22,000 New Yorkers to...
To jobs across New York and that's roughly similar to the 20 plus thousand New Yorkers we serve on the business services end.
So workforce is deeply ingrained in the work of this agency, even if we're called the Department of Small Business Services.
Gotcha.
