I would first like to acknowledge we've been joined by Council Member Carl Wilson, the newest member of the Council and a distinguished addition to it.

I would now like to turn it over to our Committee Counselor to administer the oath to witnesses from the administration.

Good afternoon.

We will now hear testimony from the administration.

Before we begin, I'll administer the affirmation.
